		<description><![CDATA[A PCEHR System Legislation Issues Paper is now available for comment. The PCEHR System Legislation Issues Paper describes the proposed legislative framework to support the implementation and operation of the PCEHR system as described in the Draft Concept of Operation – Relating to the introduction of a PCEHR system.  The paper covers the issues of participation, access, privacy, security and governance. The proposed legislative framework has been developed by the Commonwealth in consultation with a working group of representatives from Commonwealth, state and territory health departments and, as such, represents an initial proposal and options rather than a concluded policy position. The PCEHR System Legislation Issues Paper is intended to promote discussion within the community about the proposed legislative framework. <p>The Gillard Government today announced two important appointments to  further guide the implementation of the nation’s personally controlled  electronic health record (PCEHR) system.</p>
<p>A consortium led by PricewaterhouseCoopers and also including McKinsey  and Company, Ocean Informatics, Trilogy Information Solutions and the  University of Queensland will be the Benefits and Evaluation Partner for  the PCEHR system.</p>

<p>”Research will include measuring the impact of the PCEHR on improving  the health of Australians, determining the best ways of meeting the  needs of consumers, evaluating emerging international evidence and  assessing the adoption of records by consumers and clinicians.</p>
<p>“The External Delivery Assurance Advisor will play a critical role in  delivering a successful program that ensures the design, implementation  and outcomes are delivered in a high quality way.</p>
<p>“The engagement of these partners underpins the introduction of a strong  and dependable e-health system that will deliver results for Australian  patients.”</p>
<p>Other partners currently being selected for the PCEHR Program are the  National Infrastructure Partner and National Change and Adoption  Partner.</p>
